OWNERSHIP OF THE ELECTRICITY AND GAS NETWORKS/CONTROL OF UTILITY OPERATOR CONCESSIONS.
The municipalities, grouped into SIEL-Territoire d’énergie Loire, delegate to it the organisation of the public electricity and gas distribution service.
SIEL-Territoire d’énergie Loire is the owner of the electricity and gas* distribution networks in Loire, the management of which it entrusts to the concession holders, Enedis and GRDF, under the conditions laid down in the two concession contracts. SIEL-Territoire d’énergie Loire ensures their commitments under those contracts are met: maintenance and renewal of equipment, quality of the electricity supplied, etc.
A number of SIEL-TE expert officers are in charge of analysing and monitoring the concession holders’ activities day to day in order to guarantee the quality of the public service.
At the request of municipalities, members of the public or companies, SIEL-Territoire d’énergie Loire deals with different problems by working with Enedis and GRDF on the following issues: moving installations (posts, transformers), energy quality (power cuts, voltage drops, etc.), safety/aging installations, billing/meter reading, gas distribution.
SIEL-Territoire d’énergie Loire staff carry out technical monitoring and accounting management of all of these assets. Finally, they collect the fees which are used, in particular, to fund the work undertaken by SIEL-Territoire d’énergie Loire on the networks.

ELECTRIFICATION WORK (CONTRACTING AUTHORITY)
SIEL-Territoire d’énergie carries out work to modernise, make safe and develop energy distribution networks (low and medium voltage), especially in rural areas. It funds or co-funds this work carried out on behalf of the municipalities.
NETWORK EXTENSIONS, CONNECTIONS AND REINFORCEMENTS
SIEL-Territoire d’énergie Loire carries out work to modernise, reinforce and extend the electrical network, in connection with municipal or private projects in rural areas.
SIEL-Territoire d’énergie Loire also helps local authorities to cost extensions to dry utilities and to calculate their impact on urban zones or zones being developed.
UNDERGROUNDING
SIEL-Territoire d’énergie Loire takes care of undergrounding power lines and coordinates the undergrounding of other overhead networks such as telephone lines at the same time.
SIEL-Territoire d’énergie Loire devotes about €20 million every year to modernising and developing the electricity distribution network.
